- BioLink Technologies International
today announced that the Independent
Nigerian Election Commission has
selected BioLink's biometric fingerprint
technology system to register the
nation's estimated 60 million voters in
a manner that will prevent fraudulent
multiple registrations. Nigeria's entire
voter population will be enrolled over a
40-day period in preparation for
presidential elections scheduled for
April 2003.
BioLink's
Authenteon template matching servers
will be used to store mathematical
models of voters' fingerprints
(templates) and to match each new
template against all previously enrolled
templates. This strategy will prevent
individual voters from enrolling more
than once under multiple identities.
A
total of 456 BioLink Authenteon biometric servers
are being deployed to 37 voter
registration sites corresponding to
Nigeria's 37 States in configurations
ranging from 3 to 75 servers. The system
is capable of delivering over 2.4
million single-fingerprint matches per
second and will make a total of over 4.7
trillion matches over the 40-day
enrollment period to ensure that each
person votes only once. After all voter
applicants are enrolled at the level of
Nigeria's 774 Local Governmental
Authorities (LGAs) and duplicate
enrollment attempts are eliminated, each
voter will receive a voter's card.
The
Commission's selection of BioLink's
solution was based on superior
performance, ease and speed of
deployment, and affordability. The
system was designed and is being
installed in conjunction with Square One
Group of Miami, Florida, BioLink's
system integration partner. The prime
contractor is Image Technologies
Consortium, Ltd., a prominent Nigerian
systems integrator. The BioLink
equipment has been thoroughly tested for
accuracy and performance in both South
African and Nigerian test facilities.
